Is it possible to translated php files with TagEditor and Translator's Workbench version 3, save them as bilingual files and later convert them again to cleaned php files in the target language? If this is the case, which application can be used to check, whether the target language php file is really fine (FrameMaker?)?

PHP-files contain strings "xxx", which are the only part that needs translation. But probably the only way to do this is use a normal editor like UltraEdit, which will highlight the strings.
You must recieve the actual files from the webmaster or load them down by ftp.
Probably there is no CAT-tool that can translate php.

In general this is correct. You will need to use ultraedit or better still a php editor so you can check you are not breaking the code by running the interpreter regularly. E.g. phpEdit. However, php is normally embedded in html. To translate the html around the php code, just rename the file with .html and translate it using TagEditor (as you would a html file). Don't forget to change the affix back to .php afterwards though.
