In addition to the name change mentioned by Nicole, there are the following issues:
1.)
Why the individual would specifically need a written translation prior to his visit to Germany. (simply sloppy thinking on his part; such scams usually involve a supposed "interpretation assignment" for an upcoming visit)
2.)
Why he would mention being physically disabled and using a wheelchair. (to gain sympathy and disarm suspicions, I would guess)

Definitely a scam. If this was posted on proz.com, I would hope that the staff immediately remove the post and ban this user from the site in the future. Have you called the number to see if George/Andy is home? He could give you his credit card number over the phone and you could charge his card right away, as desired.

Thanks for sharing this with us.
Because of course a traveller's cheque is a normal way to pay for translations (or indeed anything), right?
N.B. I wouldn't generally recommend that people get at all involved in e-mails that look like scams. Although in this case it looks like a fairly low-level scammer who couldn't even be bothered to hide their IP address, it's probably best not to underestimate what a cleverer scammer could start finding out about *you* if you start engaging with them and give them enough motivation. It's best just to stay well away.

If you have ANY fear in God - you should prepare for his judgement the day you face Him.
commandments you broke in these mails:
#3 "Do not take the name of the Lord in vain"
#9 "You shall not steal"
#10 "You shall not covet anything that belongs to your neighbor"
Hope you'll regret some day, i doubt you'll be going anywhere but down when judgement day arrives

I also received emails from George Mills, then became David, requiring a certain a translation project to be paid with eurochecks. he even said he is coming to Barcelona in two weeks! I just asked him to send me down payment via paypal or wire transfer, let's see what happens! Of course I have not even seen the sample text yet. Thanks to your comments and warning I could confirm it was a scam.
