Translation often constitutes a very minor portion of a market or product offensive, say 1-10% of total costs. Saving 10% the means that you save 0.1% - 1% of total costs, maybe jeopardizing the whole project.
No sensible marketing man would ever considering it if it is brought to his/her attention.
