@ Eileen There appears to be a difference of opinion (whether "el diverso" relates to the Decree or the "provisions"), so I did some further searching and came across this article which may shed some light (or not?) (smile):

SUGGESTION @Eileeen. I actually had to translate exactly the same text a few days ago. As suggested by Taña, I'm pretty sure they mean "miscellaneous provisions" here. It fits in well here. You translating it or proofreading it?

Difference Indeed there is a big difference between Spanish in Spain and Mexican Spanish! I work with Mexican Spanish on a daily basis, but when faced with European Spanish it's not so easy, and every LA country is different also.

'...amending the aforesaid (Decree)', but I didn't want to be seen plagiarizing and lifting Henry's idea wholesale, though I believe his answer, of course with his Mexican bordered background, is spot-on in the idiosyncratic Mexican context.

amends the decree

The Mexicans use the word "diverso" to refer to legal provisions, and this one happens to be a decree. Most often it can refer to articles of a law. You look in the surrounding context for what it refers to specifically because in English you have to specify what it is.

Taña has done some good research, although what she dug up is not a translation of what you have and it does not clarify "diverso".

No need to say (in the context below); everything here is understood in its context and that phrase is unnecessary.

In the context you have it should read:

el Decreto por el que se modifica el diverso para... = the Decree by which the decree for... is amended

Actually it is "by which the decree for... is amended". I failed to fit it to the context, that's how it fits. But what you say is correct.

MANUFACTURING, MAQUILA AND EXPORT SERVICE INDUSTRY

On November 1st, 2006 the Federal Government published the Decree for the Promotion of the Manufacturing, Maquila and Export Service Industry (IMMEX Decree), aimed at increasing the competitiveness of the Mexican export sector, and bringing certainty, transparency and continuity to companies' operations, specifying and simplifying compliance factors; allowing companies to adopt new ways of operating and doing business; reduce logistics and administrative costs; and modernize, streamline and reduce procedures, thus increasing oversight capacity in an environment which encourages the capture and retention of investment.

This instrument integrates the programs for the Development and Operation of the Maquila Export Industry and the Temporary Import Programs to Produce Export Goods (PITEX). The companies supported by those programs, jointly represent 85% of Mexico's manufactured exports.


9. Agreement amending the miscellaneous provisions which approve the forms to be used for procedures with the Secretariat of Economy, the National Metrology Center, the Mineral Resource Council, the Mining Development Trust and the Federal Consumer Protection Agency and their reforms.

General aspects
The current Decree for the Development of the Manufacturing, Maquiladora and Services Industry («IMMEX Decree») was published in the Daily Gazette on November 1, 2006 and amended on May 16, 2008.
On December 24, 2010 a new amendment to the Decree is published.
It enters into effect 90 days after its publication = March 24, 2011.
