amount
Having a few minutes ago finished translating three Spanish tax forms, I can tell you that I believe in this instance the right word is amount. The tax authorities themselves post a translated version of form 210 which translates "cuota integra" as "Full amount due" followed by various deductions, resulting in "cuota diferencial" translated as "reduced amount due".

I have just seen Jorge's link in the reference section giving "tax due" as a solution, and of course that would do, and is similar to "amount due"

rate
The websites that refer to cuota estatal and cuota económica add these two together to make the cuota integral. They're talking about tax rates. Cuota estatal is the central government tax rate and cuota estatal is the regional tax rate.
This could also be translated "share".
See, for example, http://www.europapress.es/economia/fiscal-00347/noticia-econ...

Pardon my typos: what I mean to say is that cutoa estatal is the central government tax rate and cuota autonómica is the regional government tax rate.

: Best avoid "share" in this case to avoid confusion IMO.
