I'm thinking this is responsabilità civile, but it's located in a property description so it sounds like a tax burden to me?

Your "context" is clearly an extract from the so called "catasto", i.e. the lands register. In this context RC, and the monetary value associated with it, stands for "Rendita Catastale" which represents the revenue that the tax authorities assume that the property generates. In translating, I would leave the Italian "Rendita Catastale" in quotes foloowes by the english translation in brackets (revenue or equivalent revenue or assumed revenue).

cadastral rent

The Agenzia delle Entrate uses the term "cadastral rent" on the English version of its website.

The cadastral rent figure is a notional rent figure, used by the tax authorities to calculate income taxes payable if there is no other income from the property and also to calculate ICI tax and purchase registration taxes if IVA is not payable on the sale.
